The weekly grind

Certified payroll is a weekly chore you can't get wrong

Under Davis-Bacon and state prevailing-wage laws, every sub on a public job files a WH-347 every week, per project — a nine-column grid per employee plus a signed compliance statement. Miss it or get the fringe wrong, and payment is withheld, with penalties or debarment on the table.

It repeats forever

Weekly, per project, per employee, for the life of the job.

Fringe is the trap

Undocumented or short fringe is the most common DOL finding.

The tools are overpriced

$175–400/mo plus a four-figure setup fee, built for agencies.

How it works

From crew hours to a signed WH-347 in three steps

A short learning curve that puts the report first. Set up once, then most weeks take a couple of minutes.

1

Set up once

Add your company, the project (contract #, agency, location), and the wage-determination classifications and rates off your determination. Save your crew — reuse them every week.

2

Enter the week's hours

Fill the day-by-day grid for each worker. Certiwage computes gross, overtime, deductions and net live, and runs the fringe check as you type.

3

Sign & export

Review the warnings, sign the Statement of Compliance, and download a print-ready WH-347 PDF — ready to submit wherever your agency requires.

Everything you need, nothing you don't

Built to get the report exactly right

A deterministic form engine — no AI, no guesswork — unit-tested against the DOL's own worked examples.

Fringe math, checked

Enter base + fringe as cash, bona-fide plan contributions, or a split. Certiwage verifies the total meets the determination and flags shortfalls before you file — closing the #1 audit gap.

Correct overtime, automatically

Davis-Bacon overtime is 1.5× the basic rate plus straight-time fringe — not 1.5× the whole package. We get the math exactly right, every time.

Copy last week

Roll a prior week forward and just adjust the hours. The killer time-saver for a recurring crew on a long job.

Multiple projects

Running several public jobs at once? Track each project's payrolls, running totals and payroll numbers from one dashboard.

Current form, done right

Ships the current 2025 WH-347 with the expanded Statement of Compliance and apprenticeship attestation — not a stale copy.

Validation warnings

Missing classification, fringe shortfall, hours or rate anomalies, unsigned statement — caught before you submit, not after payment is withheld.

The fringe check

The one thing that trips up most subs — solved

If the determination is $48.50/hr and you pay $38 base + $10.50 fringe, you must show the $10.50 went to bona-fide plans or was paid as cash in lieu. Pay it short and you're exposed. Certiwage does the base + fringe math and flags any shortfall before you sign.

Questions

Frequently asked

What is Form WH-347?+

Form WH-347 is the U.S. Department of Labor's Certified Payroll Report. Contractors and subcontractors on federal or federally-assisted construction jobs covered by the Davis-Bacon and Related Acts must submit it every week for each project, along with a signed Statement of Compliance, certifying that every worker was paid at least the prevailing wage plus fringe benefits.

Do I still need this if my agency requires a portal like LCPtracker?+

Some awarding agencies require submission through a specific system. Certiwage is the fast, affordable preparation layer: build a correct, fringe-checked WH-347 in minutes, then submit it wherever your project requires. Many federal, state, and local jobs accept the WH-347 PDF directly, and a California DIR eCPR XML export is on the way.

Where do the wage rates come from?+

You enter the classifications and rates off your project's wage determination — the same determination incorporated into your contract. That means Certiwage needs no licensed wage database, which is a big part of how we keep the price low.

Is my payroll data secure?+

Yes. Your data is isolated per account with row-level security, and we follow DOL guidance by storing only the last four digits of each worker's SSN — the 'individual identifying number' that appears on the WH-347 — never the full number.

Is Certiwage legal or payroll advice?+

No. Certiwage is a document-preparation tool, not legal, tax, or payroll advice, and is not affiliated with the U.S. Department of Labor or any state agency. Always verify your report against current requirements before signing and filing.
